I presume he founds this claim on Article 156 of the Colonial Rules and Regulations. That article mentions as occupying the first place the Governor, "Lieutenant Governor, or Officer Administering the Government"!
And I interpret those words to mean that whichever of these three happens to be actually administering is to occupy Place No. 1. Therefore the Governor when here must clearly shut out the absentee Governor from position No. 1 - whilst the conditions on which No. 2 is to be decided are laid down further in the same article, and have reference to the administration of the Government.
I believe, moreover, that such is the actual practice in other Colonies, - a dormant Commission not conferring elsewhere the precedence contended for by Major General...
